Being able to re-download iTunes tv episodes that we have already

That will have to wait until the TV companies are willing to let Apple
offer that feature through a renegotiated licence. (Same with movies.)

Note that the music re-download is only available in the US initially.
Apple has to negotiate the rights in each region or country.

App and book re-download appears to be available everywhere. For apps it
is really just a convenience to have it in an obvious place, since you
could already re-download by going through the motions of buying an app
you already had, and you would be asked if you wanted to download it
again, without having to pay for it again.

If TV re-download appears, the timing will probably be unrelated to
other events, unless Apple chooses to combine the announcement with
something else. This month seems too soon.
