Is there a way to install XCode onto a disk that is not the boot disk for OS
X 10.4.x? I don't have much room on the boot partition yet I'd still like to
get started with XCode on a project I have in mind.

No - not possible. the only thing you can do is do a stripped own
install version and eliminate things like Java, outdated documentation,
outdated sample code etc.

....however, after installation you can move arbitrary bits of /Developer
onto another volume, as long as you use symlinks to keep the structure
intact. (Prior to Xcode 2.something, this was not necessarily the case.)

You will need a lot of hard disk space anyway, so put in a new hard disk -
these are cheap these days.
