Hi, I don't remember that specific quest but I know there were a few
that you might not be able to complete if you joined one of the
factions. And the quest didn't automatically remove itself from your
quest list. You just had to ignore it.
And you're right that some of the quests depend on leadership. However
IIRC you needed a certain level of leadership to even GET the quest, not
to complete it, so I'm not sure. The hintbook likely says something
about that quest but I don't have one :p
Try e-mailing spiderweb if it really bothers you. I've found them to be
very friendly and helpful in the past.
