I received an email addressed to me and 22 others. I can forward it to
myself, but when I try to reply to all, Netscape stalls while
"contacting smtp server".

Is there a limit to how many addresses I can have on an email?

yes, limit on how many and limit on size. Different ISPs =different
limits.
Was I on the list?
If not, why not?

As Dotty said , each ISP has different limits for SENDING

Spam, for example can be sent in bunches of 100, 500 or even thousands
at a time using BCC (Blind Carbon Copy). Of course, only if the sending
ISP allows such.
As Dotty says, some ISPs have set limits on how many addresses can be in
one email, you can contact yours to see if there is one. Most dont.
