Announce: Building 1.3

On the eve of All Hallow's Eve, behold the latest version of Building.

Version 1.3 (i.e. 13 in Inform) brings a whole host of improvements,
additions, and bug fixes -- over 100 bugs fixed in all. If you haven't
tried the world of Building yet, now's your chance. Please see the site
