I *can* connect using UNC and SMB. The problem is that the 10.6 computer is
not showing up in Network neighborhood on the PCs or under Network Servers
on the other Mac.
Nothing is showing up under "Network Neighborhood" on the 10.6 machine.

From a PC, do Start->Run (or WinKey-R) and do
\\192.168.7.2
(substituting whatever the Mac's ip is)
If that fails to connect, it's most likely a firewall issue. If it
does, it's just Windows being stupid or insufficient time has passed
for the name to get into the Master Browser for the subnet.
At the Mac Terminal, you can also use smb commands to see if IT sees
other machines. "smbtree" is a good start.
